दिल्ली में कौन चला रहा है सरकार?

दिल्ली की चुनी हुई अरविंद केजरीवाल सरकार और उप राज्यपाल के बीच ऐसी ठनी है कि किसी को समझ में नहीं आ रहा है कि सरकार कौन चल रहा है। इन दोनों के बीच विवाद का नतीजा यह हुआ है कि छोटी छोटी बातों के लिए लोग अदालत जा रहे हैं और अदालती फैसलों से सरकार चलती दिख रही है। रोजमर्रा के प्रशासन से जुड़े मामलों में दिल्ली हाई कोर्ट के फैसले आ रहे हैं। इसका मतलब है कि राजधानी दिल्ली में गवर्नेंस का ढांचा ठीक से काम नहीं कर रहा है। हैरानी होती है कि कैसी छोटी छोटी बातों पर हाई कोर्ट को फैसला देना होता है।
दिल्ली हाई कोर्ट ने सोमवार को आदेश दिया कि मथुरा रोड पर दिल्ली पब्लिक स्कूल के पास फ्लाईओवर के ऊपर यू टर्न को चालू किया जाए। सोचें, क्या यह मामला हाई कोर्ट के विचार के लायक है? इसी तरह सोमवार को ही हाई कोर्ट ने एक अन्य फैसले में इस बात पर नाराजगी जताई कि छह स्कूलों की इमारतें बन कर तैयार हैं लेकिन पैसे बकाया होने की वजह से उनका कब्जा नहीं लिया जा सका है। अदालत ने स्कूलों का कब्जा लेकर उनमें पढ़ाई शुरू कराने का आदेश दिया। इसी तरह एक मृत पुलिसकर्मी के परिजनों को एक करोड़ रुपए देने का आदेश भी हाई कोर्ट ने दिया है।
दिल्ली में रोजमर्रा के कामकाज को लेकर दिए जा रहे अदालत के आदेशों की लंबी सूची बन सकती है। सवाल है कि क्यों अदालत को सरकार चलाने की जिम्मेदारी निभानी पड़ रही है? दिल्ली में प्रशासन के कई ढांचे हैं। एक दिल्ली सरकार है, दिल्ली नगर निगम है, उप राज्यपाल के जरिए केंद्र का शासन है और सेना का प्रशासन है। इसके बावजूद फैसले नहीं हो रहे हैं। मुख्यमंत्री अरविंद केजरीवाल और उप राज्यपाल विनय कुमार सक्सेना के बीच जंग चल रही है। उप राज्यपाल दिल्ली सरकार के हर फैसले को पलटने के लिए तैयार बैठे हैं तो दूसरी ओर केजरीवाल सरकार भी कामकाज की बजाय टकराव बढ़ाने में लगी है।
