रेल की यात्रा डरावनी
एक बार फिर रेल हादसे ने देशभर में यात्रियों के लिए चिंता पैदा की है। उत्तर प्रदेश के गोंडा में चंडीगढ़-डिब्रूगढ़ एक्सप्रेस की 15 बोगियां बेपटरी हो जाने की घटना में वैसे तो 3 यात्रियों की जान गई, मगर इसने रेलवे की व्यवस्था में व्याप्त कमियों और लापरवाहियों को जरूर जिंदा कर दिया है।
हालांकि, हादसा मानवीय भूल की वजह से हुआ है या इसके पीछे कोई साजिश है-जैसा कि इंजन के ड्राइवर ने कहा कि हादसे के पहले जोर का विस्फोट हुआ था-यह तो जांच के बाद ही मालूम चल पाएगी, किंतु हाल के वर्षो में रेल की यात्रा थोड़ी डरावनी जरूर हो गई है।
इससे पहले पश्चिम बंगाल के दार्जिलिंग में कंचनजंगा एक्सप्रेस दुर्घटनाग्रस्त हो गई थी जिसमें 9 यात्रियों को अपनी जान से हाथ धोना पड़ा था और 40 से ज्यादा लोग जख्मी हो गए थे। देश में पहले भी रेल हादसे हुए हैं और कइयों की जान गई है, मगर हाल के वर्षो में दुर्घटना का स्वरूप बदल गया है।
नि:संदेह मोदी सरकार के 10 वर्षो के दौरान रेलवे ने तरक्की की नई इबारत लिखी है, किंतु कई मामलों में अब भी रेल महकमे में सुधार की जरूरत है। खासकर संरक्षा और सुरक्षा के मसले पर सरकार को ज्यादा गंभीर और संवेदनशील होना पड़ेगा। स्वचालित सिगनलिंग प्रणाली भी सवालों के घेरे में है। इसके अलावा पायलट और लोको पायलटों को मिलने वाली सुविधा अपर्याप्त है। उन्हें आराम नहीं मिल पाता है और इंजन में भी उनके लिए सामान्य सुविधा तक की कमी दिखती है।
इसी तरह संचालन प्रबंधन में कई तरह की खामियां और कमी के अलावा महत्त्वपूर्ण सुरक्षा उपकरणों की कमी और कवच प्रणाली को लागू नहीं करने के फैसले से मुंह नहीं चुराया जा सकता है। वैसे भी जब ऐसे हादसे होते हैं तो इसका खामियाजा यात्रियों की जान जाने के अलावा रेलवे की संपत्ति को हुए नुकसान से भी जोडक़र देखने की जरूरत है।
सूचना के अधिकार के तहत मिली जानकारी के मुताबिक भारतीय रेल में संरक्षा श्रेणी के स्वीकृत कुल करीब 10 लाख पदों में से डेढ़ लाख से अधिक पद खाली हैं। हालांकि रेलवे ने पिछले 10 वर्षों में इस मामले में महत्त्वपूर्ण निवेश करने के साथ कई संरचनात्मक और प्रणालीगत सुधार भी किए हैं, जिनका सुरक्षित परिचालन पर सकारात्मक प्रभाव पड़ा है। इसके बावजूद अभी बहुत कुछ किया जाना शेष है। फिलहाल तो जांच कमिटी की रिपोर्ट आने का इंतजार किया जाना चाहिए।
