हल्द्वानी हिंसा- एक समय दंगाइयों का राज हो गया था वनभूलपुरा में

हल्द्वानी। उत्तराखण्ड की शांत फिजां में हल्द्वानी हिंसा एक बड़े काले अध्याय के तौर पर याद किया जाएगा।वनभूलपुरा हिंसा के नंगे नाच से जुड़े इस दुर्भाग्यपूर्ण घटना में खुफिया तंत्र बुरी तरह फेल साबित हुआ। हालात यह हो गए थे कि सड़कों पर अराजक तत्वों का खुलेआम राज हो गया था। खुलकर दादागिरी चल रही थी। कई जगह गलियों में फंसी पुलिस पार्टी को जान के लाले पड़ गए थे। अवैध मदरसा व धार्मिक स्थल तोड़ने पर उपद्रवियों ने जमकर बवाल काटा। थाना फूंका। पुलिस पार्टी को जमकर पथराव का सामना करना पड़ा। दोनों तरफ से जमकर पत्थर चले।
सड़कों पर खुलेआम वाहन जलाये गए। उग्र भीड़ ने थाने और कई वाहनों को आग के हवाले किया। हिंसा से जुड़े वीडियो सामने आने से पता चल रहा है कि स्थानीय लोग पूरी तैयारी में थे। जबकि खुफिया तंत्र इस चिंगारी को भांप नहीं पाया। यह इलाका पहले से ही संवेदनशील माना जाता रहा है। 2007 में भी हल्द्वानी में बवाल हुआ था। यूसीसी विधेयक पास होने के ठीक बाद बिना पूरी तैयारी के अवैध अतिक्रमण तोड़ने गयी प्रशासनिक टीम के अधिकारी भी बमुश्किल जान बचा पाए। कुछ महिला पुलिसकर्मियों को स्थानीय लोगों ने अपने घर में शरण देकर व अपने वस्त्र देकर जान भी बचाई।
गुरुवार की शाम हुई हल्द्वानी की हिंसा से साफ लग रहा है कि स्थानीय लोग पूरी तैयारी से थे। बड़ी मात्रा में पत्थर,पेट्रोल बम व गोली का प्रयोग किया गया। हालात बेकाबू होने के बाद कई राउंड हुई फायरिंग में छह लोगों की मौत हुई। अब इस पूरे मामले में विपक्षी दलों का हल्द्वानी कुछ का कार्यक्रम बनेगा। देश के विभिन्न हिस्सों से नेता हल्द्वानी कूच का नारा देंगे।
टाइमिंग पर उठे सवाल
गुरुवार को अवैध अतिक्रमण हटाने की टाइमिंग पर भी सवाल उठ रहे हैं। एक दिन पहले सात फरवरी को ही समान नागरिक संहिता विधेयक पास किया गया। इस विधेयक को लेकर भी एक समुदाय का हिस्सा काफी उद्वेलित नजर आ रहा था। कहीं खुले तो कहीं दबे स्वरों में यूसीसी का विरोध जारी था। इसी बीच, आधी अधूरी तैयारी के साथ मलिक के बगीचे में अवैध मदरसे व नमाज स्थल को तोड़ने सरकारी अमला पहुंच गया। भीड़ के आक्रोश का अंदाजा नहीं लगा पाए। और उपद्रवी हावी होते चले गए।
बहरहाल, सीएम धामी ने उच्च स्तरीय बैठक के बाद शांति की अपील की है। हल्द्वानी में कर्फ्यू जारी है। स्कूल बंद है। जले वाहनों का धुआं उठ रहा है। घायल अपने जख्म सहला रहे हैं। मौत के बाद इलाके में मातम पसरा हुआ है।
कानून व्यवस्था को चुनौती देने का प्रयास- डीएम नैनीताल
परिसंपत्तियों के नुकसान में मुख्य रूप से थाना को पूरी तरह से नुकसान हुआ है। भीड़ ने पुलिस स्टेशन को क्षतिग्रस्त कर दिया…यह एक दुर्भाग्यपूर्ण घटना है। आरोपियों की पहचान कर सख्त कार्रवाई की जाएगी। यह सांप्रदायिक घटना नहीं थी। तो इसे सांप्रदायिक या संवेदनशील न बनाया जाए। किसी विशेष समुदाय ने जवाबी कार्रवाई नहीं की…यह राज्य मशीनरी, राज्य सरकार और कानून व्यवस्था की स्थिति को चुनौती देने का एक प्रयास था…शाम को फिर से ब्रीफिंग की जाएगी।
