जरूरतमंदों के लिए वरदान साबित हो रही अटल आयुष्मान योजना, आयुष्मान क्लेम में उत्तराखंड का बेहतर काम, केंद्र ने दिया इनाम
नई दिल्ली/ देहरादून। आयुष्मान भारत प्रधानमंत्री जन आरोग्य योजना (एबीपीएम-जय) के पांच साल और आयुष्मान भारत डिजिटल मिशन (एबीडीएम) के दो साल पूरे होने पर राष्ट्रीय स्वास्थ्य प्राधिकरण और स्वास्थ्य एवं परिवार कल्याण मंत्रालय ‘आरोग्य मंथन’ कार्यक्रम का आयोजन किया गया। आज नई दिल्ली के विज्ञान भवन में इस दो दिवसीय कार्यक्रम का समापन हो गया। इस दौरान दोनों योजनाओं से संबंधित चुनौतियों, रुझानों और सर्वोत्तम प्रथाओं पर चर्चा और विचार-विमर्श किया गया। आरोग्य मंथन 2023 में केंद्रीय स्वास्थ्य मंत्री मनसुख मांडविया ने समापन सत्र को संबोधित किया। कार्यक्रम में राज्य मंत्री (स्वास्थ्य एवं परिवार कल्याण) प्रोफेसर एसपी सिंह बघेल, नीति आयोग के सदस्य (स्वास्थ्य) डॉ. वीके पॉल, सचिव (स्वास्थ्य एवं परिवार कल्याण), सुधांश पंत और राष्ट्रीय स्वास्थ्य प्राधिकरण (एनएचए) के मुख्य कार्यकारी अधिकारी (सीईओ) भी उपस्थित रहे।
वहीं ‘आरोग्य मंथन’ कार्यक्रम में बेहत्तर कार्य करने वाले राज्यों को सम्मानित भी किया गया। केन्द्रीय स्वास्थ्य मंत्री डॉ. मनसुख मांडविया ने राज्य के स्वास्थ्य सचिव डॉ आर राजेश कुमार को आयुष्मान उत्तराखंड अवार्ड 2023 के दो पुरस्कारों से नवाजा। यह राष्ट्रीय पुरस्कार राज्य को आयुष्मान क्लेम सेटलमेंट औऱ डेली क्विक ऑडिट सिस्टम के सफल किर्यान्वयन के क्षेत्र में बेहत्तर कार्य करने के लिए दिया गया है।
आपको बता दें उत्तराखंडवासियों के लिए आयुष्मान योजना वरदान साबित हो रही है। समाज का कमजोर व मध्यम वर्ग परिजन की बीमारी में अपने जेवर व मकान बेचने की स्थिति में आ जाता था। उपचार बेहद महंगे होने के कारण गरीब तबके के मरीज प्राइवेट अस्पतालों में भर्ती होने की हिम्मत नहीं जुटा पाते थे। लेकिन अब वो समय है कि बीमार होते ही गरीब पूरे अधिकार के साथ सुपरस्पेशलिटी हॉस्पिटल में अपना उपचार करा सकते हैं, वो भी पूरी तरह मुफ्त में। ऐसा संभव किया जरूरतमंदो का सहारा बनी प्रधानमंत्री नरेन्द्र मोदी की अगुवाई वाली केन्द्र की भाजपा सरकार ने। प्रधानमंत्री नरेन्द्र मोदी द्वारा शुरू की गई आयुष्मान योजना ने समाज के कमजोर वर्ग को संबल प्रदान करने का कार्य किया है।
मुख्यमंत्री पुष्कर सिंह धामी और स्वास्थ्य मंत्री डॉ धन सिंह रावत के दिशा निर्देशों में उत्तराखंड में आयुष्मान योजना की प्रगति अन्य राज्यों के मुकाबले सबसे बेहत्तर है। इसी का नतीजा है कि केन्द्र सरकार ने क्लेम सेटलमेंट में उत्तराखंड को राष्ट्रीय पुरस्कार से नवाजा है। नई दिल्ली में आज राज्य के स्वास्थ्य सचिव डॉ आर राजेश कुमार ने यह पुरस्कार ग्रहण किया। उत्तराखंड समूचे भारतवर्ष में एकमात्र ऐसा राज्य है जो अपने प्रदेश के समस्त नागरिकों (लगभग 25 लाख परिवार) को ‘अटल आयुष्मान योजना’ के तहत स्वास्थ्य सुरक्षा की गारंटी दे रहा है। तमाम गंभीर रोगों से ग्रस्त लोगों को इस योजना के लाभ से नई जिंदगी मिली है। ऐसा कोई गांव, कस्बा या शहर नहीं जहां इस योजना का लाभान्वित व्यक्ति आपको न मिले।
आयुष्मान क्लेम में उत्तराखंड का बेहतर काम
उत्तराखंड को आयुष्मान योजना में क्लेम भुगतान में बेहतर काम करने के लिए स्वास्थ्य मंत्रालय की ओर से राष्ट्रीय स्तर पर सम्मानित किया गया। नई दिल्ली में आयोजित होने वाले कार्यक्रम में राज्य को राष्ट्रीय स्तर पर सम्मानित किया गया। आयुष्मान योजना में कार्ड धारकों को पांच लाख तक के मुफ्त इलाज के लिए प्रदेश में 248 अस्पताल सूचीबद्ध हैं। इसमें 102 सरकारी और 146 निजी अस्पताल शामिल हैं। राष्ट्रीय स्वास्थ्य प्राधिकरण (एनएचए) की ओर से क्लेम भुगतान करने के लिए 15 दिन के मानक निर्धारित किए हैं। लेकिन उत्तराखंड में सात दिन के भीतर अस्पतालों को क्लेम का भुगतान किया जा रहा है। अस्पताल कार्ड धारक मरीज के इलाज पर आने वाले खर्च का क्लेम राज्य स्वास्थ्य प्राधिकरण को भेजते हैं। प्राधिकरण की ओर से क्लेम का ऑडिट किया जाता है। जिसके बाद अस्पतालों को भुगतान किया जाता है। बता दें कि 2022 में उत्तराखंड को आयुष्मान योजना में फर्जीवाड़ा रोकने के लिए राष्ट्रीय स्तर पर सम्मानित किया गया था।
उत्तराखंड मॉडल अपनायें अन्य राज्य
राज्य स्वास्थ्य प्राधिकरण ने इलाज के बिलों में फर्जीवाड़ा करने वाले निजी अस्पतालों के खिलाफ सख्त कार्रवाई की। साथ ही गलत तरीके से प्राप्त क्लेम राशि की वसूली कर योजना से बाहर किया। स्वास्थ्य मंत्रालय ने भी फर्जीवाड़े रोकने पर राज्य की सराहना की थी। साथ ही सभी राज्यों को उत्तराखंड के मॉडल को अपनाने को कहा था।
52 लाख से अधिक लोगों के आयुष्मान कार्ड
प्रदेश में 52 लाख से अधिक लोगों के आयुष्मान कार्ड बन चुके हैं। इसमें अब तक 8.28 लाख कार्ड धारक मरीजों को निशुल्क इलाज पर सरकार ने 1554 करोड़ रुपये खर्च किए हैं। आपको बता दें कि पूर्व प्रधानमंत्री स्व. अटल बिहारी बाजपेई की स्मृति में शुरू की गई इस योजना को आज दुनिया की सबसे बड़ी हेल्थ स्कीम माना जाता है। पूरे देश में 25 दिसंबर 2018 को इस योजना की जब शुरूआत हुई तो उत्तराखंड के गरीब तबके के करीब 5.25 लाख लोगों को इसमें शामिल किया गया। उत्तराखंड के तत्कालीन मुख्यमंत्री त्रिवेंद्र सिंह रावत ने इस योजना की अहमियत को समझते हुए हर उत्तराखंडी को इसका लाभ देने का फैसला लिया। योजना का नतीजा यह हुआ कि उत्तराखंड के सरकारी या प्राइवेट अस्पतालों में कहीं भी लोग पांच लाख रुपये तक अपना और परिजनों का मुफ्त में इलाज करा सकते हैं। आज इस योजना में लोग कैंसर, हार्ट, गुर्दा रोग जैसी जटिल बीमारियों का मुफ्त इलाज करा रहे हैं।
