कांग्रेस ने आरक्षण का दांव चला
कांग्रेस पार्टी ने हैदराबाद की कार्य समिति की बैठक में आरक्षण का दांव चला है। सोनिया गांधी ने महिला आरक्षण लागू करने की मांग की है। उन्होंने कहा है कि संसद के विशेष सत्र में महिला आरक्षण का बिल लाया जाए और उसे कानून बनाया जाए। इससे पहले कार्य समिति की बैठक के पहले दिन यानी शनिवार को कांग्रेस ने आरक्षण को लेकर एक प्रस्ताव मंजूर किया, जिसमें आरक्षण की सीमा बढ़ाने की मांग की गई है। इस बीच एक और दिलचस्प खबर यह है कि पुणे में संघ के सभी संगठनों की समन्वय बैठक हुई थी, जिसमें संघ ने महिलाओं की भूमिका बढ़ाने की बात कही।
तभी यह सवाल है कि क्या संसद के विशेष सत्र में महिला आरक्षण बिल आने जा रहा है? ऐसा लग रहा है कि कांग्रेस को इसका अंदाजा है कि सरकार महिला आरक्षण बिल ला सकती है। इसलिए पहले ही सोनिया गांधी ने यह दांव चल दिया। अब अगर सरकार बिल लाती है तो उसका श्रेय कांग्रेस को भी मिलेगा। कांग्रेस यह भी कह रही है कि मनमोहन सिंह की सरकार ने 2011 में महिला आरक्षण का बिल राज्यसभा से पास कराया था। उसी बिल को सरकार लोकसभा से पास करा सकती है। लेकिन यह संभव है कि अगर महिला बिल आए तो उसमें आरक्षण के भीतर ओबीसी, एससी, एसटी के लिए आरक्षण की व्यवस्था की जाए।
इसके लिए बिल को बदलना होगा और अगर बिल बदला जाएगा तो उसे दोनों सदनों से पास कराना होगा। बहरहाल, जो हो लेकिन इस बात की संभावना बढ़ गई है कि महिला आरक्षण का बिल विशेष सत्र में आ सकता है। कांग्रेस ने आरक्षण की सीमा बढ़ाने का दांव भी चल दिया है ताकि अगर सरकार ओबीसी जातियों के वर्गीकरण पर आई जस्टिस रोहिणी आयोग की रिपोर्ट पर चर्चा कराती है या उसके आधार पर आरक्षण के भीतर आरक्षण का प्रावधान करती है तो कांग्रेस उसका भी श्रेय ले सके।
