नई दिल्ली: 15 अगस्त का दिन हर भारतीय के लिए गर्व और स्वतंत्रता का प्रतीक है। 1947 में जब भारत ने अंग्रेजों की गुलामी से आज़ादी प्राप्त की, तब से हर साल इस दिन को स्वतंत्रता दिवस के रूप में मनाया जाता है। स्वतंत्रता दिवस पर देशभर में तिरंगा फहराया जाता है और विविध कार्यक्रम आयोजित किए जाते हैं। लेकिन क्या आप जानते हैं कि तिरंगा फहराने के कुछ नियम भी होते हैं जिन्हें न मानने पर कानूनी कार्रवाई हो सकती है?
नियमों का उल्लंघन करने पर हो सकती है 3 साल की जेल
भारतीय ध्वज संहिता और राष्ट्रीय सम्मान अधिनियम, 1971 के अनुसार, तिरंगा फहराने में किसी भी प्रकार की लापरवाही या नियमों का उल्लंघन दंडनीय है। धारा-3.23 के तहत झंडे के दुरुपयोग और अपमान को गंभीर अपराध माना गया है, जिसके लिए 3 साल तक की जेल और जुर्माना हो सकता है।
तिरंगा फहराने के नियम:
सही रंग और स्थिति: तिरंगे में केसरिया रंग हमेशा ऊपर, सफेद रंग बीच में और हरा रंग सबसे नीचे होना चाहिए।
सही स्थिति में झंडा: तिरंगा फहराते समय यह भीगा नहीं होना चाहिए और झंडा कटा-फटा नहीं होना चाहिए।
आयताकार आकार: झंडे का आकार आयताकार होना चाहिए, जिसकी लंबाई-चौड़ाई का अनुपात 3:2 होना चाहिए और अशोक चक्र में 24 तीलियां होनी चाहिए।
जमीन से ऊंचा: तिरंगा किसी भी स्थिति में जमीन को नहीं छूना चाहिए। इसके अलावा, राष्ट्रीय ध्वज से ऊंचा कोई और ध्वज नहीं लगाया जा सकता है।
कोई भी लेखन नहीं: झंडे पर कुछ भी लिखा नहीं होना चाहिए और इसे फेंकने या क्षति पहुंचाने की मनाही है।
फहराने की अवधि: झंडे को केवल एक दिन या रात (24 घंटे) के लिए फहराया जा सकता है।
झंडे को नुकसान पहुँचाना: अगर आप झंडे के किसी भी भाग को जलाते हैं, नुकसान पहुँचाते हैं, या उसका अपमान करते हैं, तो आपको 3 साल की जेल और जुर्माना हो सकता है।
ध्वजारोहण और झंडा फहराने में अंतर:
15 अगस्त को जब प्रधानमंत्री तिरंगे को रस्सी के माध्यम से खींचकर फहराते हैं, इसे ‘ध्वजारोहण’ कहते हैं। वहीं, 26 जनवरी को झंडा पहले से ऊपर बंधा होता है, जिसे पूरा खोलकर फहराया जाता है और इसे ‘झंडा फहराने’ से जाना जाता है।
